A web designer is often times a graphical design expert with a leaning and experience in developing graphical layouts, buttons, and optimizing images for the use on a website.  They have the primary task of ensuring that the website looks good and has a professional graphic designer touch added to every graphical part of the page.  This includes the flash animations, buttons, font, colors, and background on any website page you may see.  This is a critical and often overlooked professional and many misunderstand that a graphical designer cannot always translate into a professional website designer.  They have similar, but sometimes very different skill sets.
